I don’t know what is going on in this photo, but clearly someone got a little too carried away with expanding foam insulation. This is NOT how you waterproof a bathtub! Well, not everyone is cut out for DIY home improvement.

Whoever did that should be banned from ever going into a Hardware Store or Home Center.
